Problem with average count of March month for Fiscal Year

I am working on report where the logic for count is- (current month count + next month count )/2.

I am able to get it using below function for all months but for march I am unable to get it, as below will not work because April is in next year.

Please find sample data, desired and current output and sample application.

Please consider it urgent.
