Problems resizing objects on QV Report

Every time I drag an object to a Report page, the object fills the report page and I am unable to resize it.  The Stretch setting is set to "Clip", but changing it does not seem to make a difference.

Edit: Resize works when I have the Page Settings / Page Type = "Single page".  Once I set it to "Multi Page", the object becomes full sized and I am unable to resize it.  Is this the expected behavior?

Any hints on how to get resize to work in "Multi Page" mode?

Using QV 11.2, SR 4.

I was using Multi Page setting but had the Page setting "Use Introduction and Appendix" unchecked.  Once I checked that setting, I could resize the contents of the 1st page.
