It looks like then you are not member of the QlikView Administrators group, but perhaps, Supervisor (no groups are required).
You have to check with IT to confirm that you have the proper credentials and that the account running the QlikView services also has the correct permissions.
I quote:
"The System tab is unavailable for Document Administrators and Supervisors. This means that they cannot access supporting tasks."
Which seems to be your case.
