Its behaving properly ..see you have selected a values i,e State or city which is receding inside the region Hierarchy that why its how grey out but if you have observed a small white dot will appear in the right side of that particular hierarchy which indicates that values is present inside this particular region and if you expand the tree you can see the corresponding values in white color
