I have created a combination of fields with users for data reduction. However, there is a chart which has not relationship with users directly or indirectly inside report. I want a few users to be able to see everything that is inside the report while the rest of users should only things based on reduction defined inside section application

You will want to use the * symbol in your Section Access table, to denote all other values. You may need to insert some extra rows in the Section Access table to define scope (ie. make sure all values appear at least once in the Section Access table).
