Section access on multiple fields

hi,

I am having one scenario regarding section access that need to apply reduction on two fields(Region and Country)

Eg. currently I am having data like

ACCESS	ID	Region	Country
USER	a	Europe	France
USER	a	Europe	Germany

please suggest script solutions I am able to see only single region Europe not above two mentioned country it is showing me all countries.
