Selecting data from Range of columns

Hi,

I am trying to get values within range  from below table

Output i am looking for is to list Sites under city , for example i am looking for which site is less then 500 KM from the city, in above case for example, site 4 and site 6 should fall under City 9,site 6 and site 4 should fall under city 13 and so on.  i then want to show this table as per Cities with site listing under cities which are less then 500 KM. 

Appreciate if anyone can give any idea? thanks

Can you replicate the output table over here rather than o/p description??
