One way might be this

Sum({< Year = {'$(=Max(Year))'}>}

If(Match(FK_Service, '0', '2208', '2214'), GrossSales_P_RISK_Monthly,

If(Match(FK_Service, '2108'), -GrossSales_P_RISK_Monthly)))
