Slider control scroll is inactive

Hi,

I Have craeted the slider control(Top 10) and i have deployed the server and added the 4 user on the management console(Documents -->Autherzation), some user screen slider control is disable(Slider control is visiable but scroll is disable), Why its accure i not sure, please help me.
