Sorting by 'State' does not work in List Box with Expression in 'Field' Property

Hello All

I have attached a simplified version of a problem I am trying to solve. I am dynamically populating a List Box based on a selection in another List Box using an Expression in the 'Field' property. The problem occurs when another filter is in place - the values in the List Box are not sorted by 'State' and in fact appear to never change position.

This is a problem when there are many more values available rather than a simple list as in this example. Someone must have experienced the same problem at some point? Is the solution a macro of some kind?
