Sum of Ratios Problem

I'm trying to put together a report that shows rate of support calls/submissions by clients, as a ratio of calls/submissions to # of members by individual client. The totals are eventually grouped by different "alliances" or groups of clients. From the data here:

I am expecting my results for October 2013 and Alliance X to be 118 submissions, and 883 members (which would result in ~0.134). Does this make sense? I'm a bit new to Qlikview, so I don't know if there's a formula to group by and then sum?
