Toolbar at document level in accesspoint

Hi all,

I am trying to find out the reason behind ,Dashboard shows toolbar when it opens but after 10 seconds tool bar disappears. Would you have any ideas what is causing this ?

below pic is what it looks like when it opens

and this happens in 5 to 10 seconds

Any one faced this ? Thank you all in advance.
