Trouble with the values above the data

Hi everybody! I have this trouble:

I got the values above the data in all years less 2010:

So, I am going to "Properties" to check this option:

I check the option: "Values above the data" for the year 2010 and then "Apply".

The result is this:

I don't understand why lost the values in all years and why I don't see the values above the year 2010.

I need get the values above all years.

I resolve this trouble. I changed the "Max value" of "values above the data" from 100 to 1000.
