Unable to filter a report by clicking on a dimension value directly

Hello,

I know usually when I create a pivot or straight table, I can just click on a dimension value which will filter the report. But sometimes when I hover the cursor over a report, it doesn't turn the cursor to a pointing finger, nor does it allow me to filter the report by clicking on a dim value. Does anyone know how to fix that?

below is an example when this function is working, which is that it temporarily changes color of the value I selected to light green, then the report will shrink.

Probably the Read Only option is enabled for the chart.

Chart Properties - General tab.

That means, It select to the "Total RFR ..". So what you showed image is correct to me. May be check with other dimension rather this
