Use of single quotes with Variable definition

I have seen a training video with an example of variable definition with single quotes

it was used in titles example along with a text label and the variable was called e.g. 'Measure of Sales' &  '$(variable)' ...

why are single quotes being used here? Can anybody please explain the use of single quotes while calling the variable in the title definition

let variable = sum(sales)

i have seen a similar definition in script editor as well ..let variable = 'Sum(sales)'

what does this mean?

It will depend on which kind of content you stored within the variables and how and where the variables are created and used which syntax is necessary. This and many more about variables could you find here: Variables.
