change the structure

I have a file with data like,

input data:

I need the above table as below format,

How can i achieve this??

Here i attached sample excel file.

Try to load data in different table

1. First for the Manager with cross table.

2. Second with the Chief and concatenate this tables.

The only option is this.I don't think we can work around with second ways
