May be this:

Count(Total <$(='[' & vContract3 & ']')> IP_No__c)

Count({<Total={"<=$(vContract3)"}>}IP_No__c)

[Gysbert_Wassenaar]

Of perhaps this: Count({<Total={'$(vConctract3)'}>} IP_No_c)

Or maybe simply 42.
