Are you talking about Static image to build or tag to the existing object. From here, Sheet level / Object level
Object Level --> Properties of Object - Colors Tab - We have Frame Background Section - In that, Choose Image and apply
Sheet Level --> Ctrl + Alt + D (Document Properties) - General - We have one section called Default Sheet Background - Then select Image
