how to make this set analysis work

Hi,

    

      I am don't get any data for this set analysis

count({<ELIGIBILITY_DATE={" <=('31-03-2011')"}>}POLICYNO) .

1. what will be set analysis for the above one

2. if the hardcoded date is replaced by a variable say vLastDate

3. if the hardcoded date is replaced by another date dimension say TERMINATE_DATE

     count({<ELIGIBILITY_DATE={" <=$(=Date(Date#('31-03-2011','DD-MM-YYYY')))"}>}POLICYNO)

     count({<ELIGIBILITY_DATE={" <=$(=Date(Date#(vLastDate,'DD-MM-YYYY')))"}>}POLICYNO)

     count({<ELIGIBILITY_DATE={" <=$(=Date(Date#(TERMINATE_DATE,'DD-MM-YYYY')))"}>}POLICYNO)
