how to setup a development environment ... since the situation we have now does have to change

At this moment our environment looks like the following:

I'm developing via the remote desktop on the Qlikview server, where both production and development are situated. Not the ideal situation ...
When changing the Base, this is production immediately.

What we would like to have is an environment which is something like below:

Only problem I see is that I cannot reload the Base (dev), since my development PC has no connection to the Navision/TMS/Telephone central database (and we really are not going to change this since it contains critical data).

Has anyone got idea's how I can solve this issue?? ...

Also thought about a 2nd Qlikview server for development:

But this means again a remote desktop, which I don't really want.
Also thought about doing something with our Citrix environment, but I would like to avoid this since this makes the development environment really slow for the developpers.

Has anyone got suggestions how to setup the development area and still be able to do the most important things without toughing the production environment?
