how we can be identify and delete inactive department id's

If you are trying to remove the null department ids, you have to filter it while loading the data.

something like

Load ... From your departent table

Where Len(Trim(Deptid)) > 0 ;

Not sure about your data and the expression in your chart. can you upload a qvw file with sample data with the chart.?
