If(x<=y, a, If(x=y, b, c)) or If(x<=y, 'a', If(x=y, 'b', 'c'))

Your condition makes no sense to me, because its not clear what happens in case of x=y.

In your example it could be either a or b.

shouldn´t it be something like this:

if(x<y,'a',if(x=y,'b',if(x>y,'c'))) as Flag
