if two dates having 0 values then take that record other wise don't take that record

I have a data like bellow

here i have to get if two dates or more having '0' Total Wait values then take that record otherwise don't take that record, please give any idea 

Here for example 100004 record having  '0' Total Weight for two Collection_Count with different dates so this record i want.
