Yup, it certainly is possible.

Yes.  Use getselectedcount( [fieldname])  > 0  to figure out if someone has made a selection on the fieldname.

All objects have a layout tab on the properties where there is a conditional show/hide condition.  Put the expression above in the condition  and replace fieldname with your actual fieldname
