Here i need to remove the blank on top of Locations and Signature percentage columns.

Not possible I believe. You can give different color to it with the help of Grid I guess

I am sure  that's not possible.  some work around you may cover by using text object  for that.  this will  good only for constant  objects.  so if it is not constant you may convey  with  USERs

Once I came across such case and tried to remove the space. Finally, I realised that it's not possible. You can place text boxes on the top of the blank space like below.

This will work in access point.

Here we have used for PDF report multi page and it's not possible to place an text object on top of the chart.
