try this at script level into your table:

like

Load *,

mid(FieldName,4,5) as Year

from Tablename

where mid(FieldName,4,5)>13;

SubField([INCIDENT REF], '/', -1) as yourNewFieldName

you can also replace mid() with subfield() like:

subfield(FieldName,'/',2) as Year
