You will need to enable Advanced styling on the Document properties General tab before those options are visible in the Layout dialog.

Goto Document Property > Tab General > Styling Mode > Select Advanced > Apply > OK

Goto Text Object Property > Layout > Checked to Rounded Corners > Apply > Ok.
