-= & = vs e()*p()

My current pie chart shows % of DEFECT_ID in the CUR_GOV_PROCESS_QUEUE of 'Regional Clinical Informatics' by CUR_STATUS.

=Count({$<CUR_GOV_PROCESS_QUEUE={'Regional Clinical Informatics'}>}distinct DEFECT_ID)/Count({$<CUR_GOV_PROCESS_QUEUE={'Regional Clinical Informatics'}>} TOTAL distinct DEFECT_ID)

I need to modify this to exclude those that PREVIOUSLY were in any GOV_PROCESS_QUEUE = ERC*.

I've tried -= & = vs e()*p() but I can't get either to work correctly. Any help would be appreciated.
