Rank client in the same region

hello

i have a problem whith Rank.

i have this exemple

region        client         sum(sels)   

1               1               20

1               2               30

1               3               15

2               1               20

2               2               40

2               3               60

what i want is the rank of client in the region not in different region

for exemple rank client 1 in region 1 is 2

                  rank client 1 in region 2 is 3
