Document Cal Miscount

I am having an issue with Document Cal assignment.  I have 300 document cals.  The console is showing that 293 have been assigned but when I count document by document there should only be 266 assigned.  Has anyone seen or resolved this miscount issue?  Thanks!

Have you tried using the Qv User Manager Powertool to export all CAL assigment? It might be possible that an application with CALs already assigned has been removed.
