Error Creating Custom User: CDSP did not respond to request

I'm facing some issue when creating a custom user. Attached is the screenshot of the error. Anyone face this issue before?

Bump! Still facing this issue even with the latest SR1 (11282)!

*I'm using Windows XP 32-bit

I get the same error (also on windows xp 32-bit). I suspect this is why windows xp is "Recommended for development and testing purposes only."
