Exclude Dimension with set Analysis ?

Hello,

I search solution to exclude the Values of dimension 2 based on the dimension 1 selected (1 hierarchic row below),

(Dimension 1 and 2  values are equvalent)

ex:  [nbr of box]      from Country 1 to Country 2           exclude the City offices of the coutry 1   applied to  Country 2.

Anyone have an idea ??
