Expression or Script Help

Hi I have some data which is attached. My Financial year is 1st April till 31st March. Now I have to find the Rate of Code Year wise.

For Example - 

Code - 74561 -  Financial Year 2021 - 2022 Rate is 10920.

For 2020 - 2021 We don't have rate So rate will be same 2021 - 2022 Rate is 10920.

But For 2019 - 2020 We have rate, So we have to check max FromDate and ToDate and Rate is 10500 so for 2019 - 2020 - Rate is 10500.
