How to customize fields in list box or chart

I have attaced a sample application , which will contain two fields ( PS_Dept and Office counsel). Dept 805030 and 805131 comes under both general counsel and intellectual prperty. I want to show 805030 and 815131 only under General Counsel and remove them from intellectual property so that they cannot see them or select them

PS_Dept    Office Counsel

805030     General counsel

                Intellectual Property

815131     General counsel

               Intellectual Property
