Inventory Changing

Hi everybody, I have a problem tracking an inventory and I really don't know how to manage it.

I need to satisfy request of products, and I have 4 options:

1: Take the stock of the central

2: Take products of an order will arrive: For this, I need to be sure the order will arrive before the date we need the product

3: Take the products of store 

4: Mix 2 or 3 of the option above

The problem here, is that I need to change the actual Stock each time I take a product for a request, and I don't know how to manage it.

Any idea please??
