Issue with gauge chart

Hi All,

It may be a simple one but i am not able to find out where i need to do the changes. I want to show chart:2 same like the above chart:1. I mean though the value is 28% in the both the chart. In the chart:2 it is not showing correctly. Let me know what changes need to be done in the chart. If see the picture you will understand more easily.
