We have installed test Qv server and trying to open in server using lease license option getting attached error

The Test Server license either Small Business or Enterprise does not allow to lease licenses. You will need to prompt for a license in the Production environment.
As Bindu mention, you can NOT lease License from test environment, this means that you can not add New members for License in test only those who already have a Production License can Reach testserver. You have also a limit on 2 different servers from where you can lease a License. First Connect to Production server, after that use the qvp link to test.
