Licenses on server

I asked this before but didn't get any responses so maybe if I ask it differently....

Do I need to associate a user CAL with the account underwhich my server/publisher is running.

I have done this on one server and reloads work but I've been told I should not need to do this.

I have never done this, and the tasks run without issues.  (Most of the time!)

do you use a local user account or a domain account for the account you run everything under

It is a domain account.
