Named User Abilities Open in Server

If a named user opens a document in server should they ever be able to reload the document or save it?  If so, how do you allow that functionality?

When a document is opened from the server, a user cannot Reload, Save, or change properties of document objects. This applies even if using the Desktop client with open in server.
