A publisher license is needed to use the functionality of Publisher (advanced scheduling options for reload tasks and automated distribution of qlikview documents mainly). This is not related to user cals which allow users to access qlikview documents. If you don't need the functionality of Publisher then you don't need a license for it either. If you think you need Publisher it may be worth looking into NPrinting as an alternative.

Publisher license does not impact on your CALs, which could be different with kinds of server licenses (e.g. EE, SBE, IAS, QES). However, if you need to use the functionality of Publisher like: distribute QlikView PDF reports, send email, etc. You'll need the Publisher license.
