You can create a QVD with zero records. The file will still contain the metadata, but nothing after the metadata.

I am not aware of any effective hard limits, but the file size and memory requirements are practical limits. If your data set is large, you may get a more reliable solution by partitioning the data - for example one QVD per month with 1m records, rather than a single QVD containing 60m rows for the last 5 years.

When following optimisation suggestions, always remember YMMV
