US County SVG Map

I am trying to create a US County Map for the first time and cannot get the value to populate.  I am not sure if I have the County State fields properly formatted, and I cannot seem to find the proper format.  Also, I received a request to blank out certain counties that were not part of the request.  Would I be able to use a flag field with a value of 1 or 0 to use for included counties and excluded counties?  Unfortunately our data sources has data in every single counties, but only some of them are used.
