Where to find latest API guide

Where can I find the latest API guide .qvw or a pdf documentation (if available). It seems not to come with the current installation anymore nor is it available at the resource download page?

I believe it should be posted here:

However, this is the V10 API guide. I reported this problem several months ago via the doc feedback but no update yet.  Perhaps a few posts here may help to get it updated. .
