On your server, un-check "Allow Server Objects" and "Allow Moving and Sizing of Objects" (this will change it for all .qvw files!):
If you only want to change on a document-by-document basis, right click on a sheet, go to sheet properties, uncheck all values on security, and check apply to all sheets, then click OK or Apply:
