You'll need to open the firewall on port 4552 and use the FQDN or IP of the server.

You mean open OUTBOND port 4552 on server where qlik alert is installed?

This is result when I checked on server using cmd

Since you want to access from the outside, I think it's a inbound one. 
Can your try to telnet from the outside the server using the fqdn and the port please ?

Ok, so can you check in the firewall of the Qlik Alerting server rules about port 4552 ?
