Qlik sense Saas Alerting, only alert when a measure is changed

I have a measure in Qlik Sense Saas that I am trying to setup Alerting on.  The measure is simply sum(Complete).  I am trying to get Alerting setup to send me alerts only when that measure changes from the previous load.  If possible I do not want that broken out by a dimension. 

I have tried multiple things and I either get 1)no alert at all......or......2)an alert every time the app is reloaded even if that measure does not change.  I am sure that I am overthinking how I am setting it up.  But can someone provide some screenshots of how that should look in the alerting setup?

The SaaS version doesn't seem to have that functionality.

But it's available in the on-prem version of Qlik Alerting as "Compare with the Previous Scan".
