It is really confusing statement with you saying: "qlik cloud no-members" to have access to "dynamic dashboard" and see "dynamic result"? To me use of those words means you are interacting with Qlik Sense app and your app reflects results based on users interactions/selections.
Access to Qlik Sense app can only be achieved by users who are Qlik Sense Enterprise users or Qlik Sense Cloud users. For scenario where you would have salesman checking school they could use Ipad/Phone or any other device and either
have a live version of the app
have an offline version on the mobile device client
If you want to distribute data for users who are not having Qlik Sense access you can create Tabular reporting report (effectively excel file) with required data. You can dump data into excel using this feature, build a dashboard like template (can use pivot charts, pivot tables, native charts and excel tables) which can utilize filters and you can get this ditributed to your end users. If by any chance your description of "dynamic result" meant just the latest most up to date report you can utilize all sorts of static reportting solutions which can be distributed to sharepoint or email:
