What is the best way to create a copy of Content Admin role with less privileges?

I am trying to:

1-  Duplicate the ContentAdmin security rules

2- Change the codition to user.role = <New ContentAdmin role>

3- Assign this <New ContentAdmin role> to the users

But it seems that there are others security rules that has ContentAdmin in the condition. Thus, I can't see all the apps in the qmc menu, for example.

In QlikSense a security rule can never restrict access. So the problem can't be that there is another rule that is preventing the access.

You can do an audit on a app that is not showing up in the QMC,.

You can't see all the apps with new role not because other ContentAdmin rule, it i because the how you have created the role and on which resources it is affecting.
