Filedelimited - Quotes within Quotes

The comma-separated file has below values and there is double quotes within double-quotes. How can I handle this to read this as the whole value

"ABC,DEF,.5"",TR 99",

"US","MS","ABC,DEF,.5"",TR 99","RMA"
