How to automatically to E-mail send based on the different condition?

When based on the mysql insert or based on the column records change, we need to send the E-mail

daily or weekly or monthly continuously and to generate report automatically.

Can you guide me the further process.

We need to send E-mail continuously based on the column records ,

For example : One record is "Day" or "Week" that means E-mail continue send the mail automatically .
